Well, I know nothing about color-overs because I draw my OC's myself..
But, maybe instead of coloring over a raw character picture, Du could try a base, if Du didn't like your results before? Instead of coloring over a screensnap, like Du did before, Suchen up some TDI bases on DeviantART. And there are a shit load of bases here, too. With them, Du could be Mehr creative. Using your own skin color, eye color, and making the face look different, so it doesn't look like an acual TDI character.
I think your OC looks good, for a colorover ^^

I think your OC is cute for a Colour-over. I like her hair ^^

I think what TDIlover226 suggested is probably the best. Try looking for some bases :) Another tip to improve on your OC would be the program you're using to colour her. I know a lot of people use MS paint, and are pretty darn good at it. I never really got the hang of it and ended up switching to Paint.net which is a free program Du can download. Gimp works great as well

If Du decide Du would like to draw your OC, just try drawing shapes on a page. Total Drama characters are made up of very basic shapes. Tyler for example has two rectangles for a head. And their bodies are basically triangles and circles. I'm sorry if that didn't make any sense. I'm utterly terrible at explaining things X.x

Hopefully a picture will help better than my explanation... Although it's pretty terrible as well

Well, personally, I think the way to make a good OC is Von their personality and character. Du know the word, Mary-sue right? I suppose Du work on their personality first, then the story, then the looks. DON'T make too much OCs. Stick with one. Until Du develop a good enough character, then Du can make more. Its better to have quality over quantity. So, what I'm saying is, Du should know what is the reason to have your character and where that person fits into the story. Read a few articles:
