It's not made in Japan, so I don't consider it an anime. Some people do, but I disagree. It's the same with Avatar for me.

^^I only consider Cartoons made in Japan anime. Because the Japanese consider all Cartoons anime, to me it makes sense to differentiate between legitimate "anime" that the Japanese create and western cartoons, regardless of similarity. I don't believe all Cartoons are anime, unlike the Japanese, and I need to draw the line somewhere. I choose to draw that line based on the TV show's country of origin instead of the art style. That's all.

How technical do Du want to be?

Strictly speaking, an Anime is a cartoon that was made in Japan. Von that definition, RWBY would not be an anime.

However, I am going to argue that this definition is a bad one and needs to be revised.

Think about it this way. In the realm of video games, there are RPGs, and JRPGs, standing for Role Playing Game, and Japanese Role Playing game. Back in the day, these were two distinct groups with their own styles of play, story elements, and brands associated with them. However, almost no one uses these terms anymore. Japanese companies are now putting out RPGs that play like western RPGs, while European and American companies are putting out RPGs that play like a JRPG. Because of this, the term JRPG is almost never used, and we use terms like turn based, story driven, et cetra to differentiate between the two styles of play.
(video below for Mehr info)

There will be a point where Anime and Cartoons will go the same way. Artistically and stylistically, most animes are Mehr adult themed, but not all. Most western Cartoons are Mehr for younger audiences, but not all.
RWBY is a US produced cartoon, but it is nothing like Mehr mainstream US produced cartoons, like Micky Mouse, oder Spongebob. Stylistically, RWBY is an anime, but technically, it isn't.
I am going to assert the same with Cartoons as this guy below asserts for RPGs, that Anime should no longer be defined Von nation of origin, but Von style.

Well...as much as I like RWBY, I consider it Mehr of a "YouTube animated Series" rather than an "Anime" (even though they are "technically" the same in that regard...)

However, it's totally subjective! Du can call it an Anime oder vice versa. It's up to you, I guess.
