No, he was stuck with Michael and Lucifer in the cage. I highly doubt they were interested in letting him have a turn at torturing.

The reason that Dean was offered the chance is so that he would break the first seal. The reason other damned souls are offered the chance is to completely strip what humanity they have left and turn them into demons.

not sure either but cas sagte sams soul felt like it was skinned alive sounds like someone easle did the torturing to me!!!!!just my opionin!!!!
