How do I rate things?

Hi everyone :)

I know we can rate things, because I read it in the link...It says - 'Simple! Just hover your maus over the empty circles Weiter to the link where it says rate this link, choose a number of stars to give it, click and voila!'..But I can't see any link saying 'rate this link'....Pls help me..
