Does Neighbour Jones NOT exist in Don Rosa's canon vision?

For all I know Donald's neigbour Jones appears only in one Halloween themed story when it comes to Don Rosa's production, and then there's that picture Rosa has drawn...(Hence the attachment.)

Has Rosa verbally Kommentiert on this? Is the "Fit To Be Pied" a Zufällig holiday special story as in an "alternate universe story" while Jones isn't in the world of any other story that he writes? 'Cause that's how this seems...

But I'd like to know for sure what is Don Rosa's opinion and means with the character of neighbour Jones?
