As of right now? Tyler obviously.

Maaaybe in the future Damon might win when he knows more about werewolves, but so far he knows nothing. They have no idea how to kill one while in wolf form, they honestly don't knnow anything about wolves. Tyler on the other hand, all he has to do is follow his instinct and Damon is dead. Werewolves are attracted to attacking vampires and judging by the 2x12 promos, if a vampire does get bitten by a wolf, they might aswell be dead.

So at this point in the series, Tyler would definitely win.
