I picked Dukat as well. The Female Founder was by far the most evil and was responsible for terrible carnage in humanoid life, but I agree Dukat was so complex and interesting, in his own strutting, vain way. His obsessions with Kira and Sisko, his delusional belief that somehow the Bajoran people should love him, his conversion to the Pah'Wraiths and making himself a priest over their followers - just too much good stuff there.
