It could be possible that Chibi Chibi is daughter of Rini/Chibiusa. The Sailor Moon Titel (and all of the other Sailor Senshi/Scouts' titles) could pass to their future daughters.. A good theory could be that when Rini is declared the Weiter queen, she has Chibi Chibi as daughter and she will pass to be the Weiter Sailor Moon and soon-to-be Sailor Cosmos. So I think she could be Rini's daughter.

We do not know about Chibiusa(Rini) that her would have a daughter in the future.
