Club Backgrounds... Can every Spot have it?

From what it looks like (so far), it only seems to be Clubs with lots of members that can be customized Von fans. I went onto some ghost town spots that lack Icons and banners, but did not have the option to suggest any candidates. However, I did see the option available on Mehr beliebt spots.

I just had a look at the "edit club" options for a spot that I made (it has around 300 members), and while I'm still allowed to change the Icon and banner the old fashioned way, there was no option to add a background.
