Ok. Sakura would win no doubt. Lucy is screwed without her keys. Sakura punched a God. Lucy didn't even touch a God. Sakura has 100 strength of seal. One punch WOULD kill Lucy. Let's see Lucy compared to Sakura

Lucy whip. Have you seen Sakura dragged sasori around like a rag doll. So the whip would be useless.
Lucy loke. Well Sakura can easily heal her self. And she's very very very smart. She can out match loke. Like she did to sasori.
Lucy used virigo. Virgo can go deep under ground, but Sakura can punch easily killing Virgo.
Lucy used the cow. Well Sakura can out match it.
Sakura can take away Lucy keys. Just how Minerva did then beat the crap out of her. Sakura would practically do the same.
