It is possible if their brain isn't developing.
The ability to mature is a physical growth that takes place in the frontal lobe and it's not fully developed until around age 25.

That is why it's not possible for a very young person to behave and reason like a fully functional adult on a regular basis. Their brain isn't fully developed.

I assume he's a little older than 17, maturity wise, since his experience considerably outnumbers his mentality, it should be compensated in some way. But he's not 100+ years mature.

Yes, there is absolutely nothing wrong with it and there are different stories, good and bad ones, about romance between characters that have a large age difference.

In fictional stories this is the kind of theme that's been used in a lot lately since age gaps in real life seem to main stream in alot of relationships. However this guy may have been alive over a 100 years, but as far as mature wise, he's still an annoying little prick.

It depends on their actual ages and what they currently want from a relationship. In general, the younger the characters, the smaller the acceptable age gap would be. Also, in a fantasy story like Twilight, you need to judge the characters by their physical age, not the literal number of years they've lived.
