Anything is possible. The writers put what the fans want to see on the show. Suki probably wasn't going to be part of the Gaang either.

I actually think he is more like Zuko then Mako is. He can develope just like Zuko did.

^ Agreed. Mako is the opposite of Zuko. Zuko was the bad guy that turned good. Mako was the good guy that turned bad.

The krew themselves aren't getting enough development, don't bring this guy in and clutter the screen any more than it already is. Plus, he is a wannabe bully - he tries to pick up on Korra and Bolin, but because Korra isn't easily cowed, he fails. He cheats, he's an assole - he's highly one dimensional, and no matter what many fans claim, him looking a little sympathetic when something bad happens to him does not make him interesting and directly poised for joining the group and becoming a good guy.
