Yes there is. Being as in the game there is genderless lugias, in the Zeigen it is very different. Just like Latios and Latias there is a boy and girl and even a baby lugia...at least in the Zeigen there is. If Du notice in the movie, "pokemon 2000" a Man plays Lugia so it is in fact a boy...but in an episode with baby Lugia, They say that"moma Lugia is mad" and other statments. So yes there are different genders in shows for legendaries,Not the games.
