well Seito waned him to teilt, split up his fathers empire becase they owned the energy supply for half the world and Seito wanted Ficsher to not own it for an unknown reason. So he hired Cobb to plant the idea of splitting up his fathers empire into his mind. But to do so they had to have Ficscher "think of it on his own".
