To clarify: I mean before the Potters were killed, because then it is obvious that neither of them were the traitors. Before hand though, James and Lily could even be suspects of being the traitor.

I'm not really sure why, maybe because of his family's background. Though I don't think it would have been out of his own will, I think he would have been forced to do so (whether emotionally or physically)

His animagus form (which is based on your personality) was a rat. And he was twitchy - way to interested in "sucking up" to James and Sirius. I don't know why they didn't suspect Peter from the get-go.
