You can tell a lot about people’s thoughts on game characters by checking through fanfiction. Pairings offer a lot of insight and can answer questions about who people love the most. When it comes to
Dragon Age Inquisition fanfiction, there’s a clear star. The people love Cullen.
The proof is in the sorting. I started my search over at An Archive of Our Own. It has a section set aside for Dragon Age Inquisition fanfiction, and allows people to search by specific character. Cullen is the top result, appearing in 251 stories. He even beats out the main character, the female Inquisitor, as she only has 216 stories. The top five are rounded out with Dorian (183 stories), Varric (175 stories), and Iron Bull (167 stories).
To be certain of my findings, I decided to check the internet’s other, largest repository – Fanfiction.net. The results are blurred here, as there is no section specifically for Dragon Age Inquisition fanfiction. Cullen does appear in all three games and is a fan favorite. However, it’s clear he’s still a favorite of fanfiction authors. He appears in 588 stories on the site. Varric comes close to besting him, appearing in 382 features, but still. Other romance possibilities don’t even come close. The only other character with story appearances in the triple digits is the Inquisitor, with 147. All of the other, major Dragon Age Inquisition players’ pieces don’t get past double digits.
Clearly, there is a lot of Cullen love in the world. The Dragon Age Inquisition fanfiction numbers don’t lie. But look at the guy! Can you really blame them?

Your search fails to take into account that there are 8 possible Inquisitor characters:
For Cullen to have “more stories than the Inquisitor”, he would have to have more than for the sum of all 8 characters above, not more than the sum of only the female characters. (As well, due to AO3 tagging freedom, a story about Female Cadash might be tagged “Female Cadash” but not “Female Inquisitor”). Even with that caveat, there are 307 fics tagged for Male Inquisition and 501 for Female Inquisitior; the sum of 808 is clearly more than Cullen’s 698.
