Did anyone see this animated movie before?

I saw this The Scarecrow a few years Vor on TV. It was about this orphan girl who falls for a scarecrow that comes to life Von some Verzaubert witch. When the scarecrow comes to life he wishes to become human(not Verzaubert style oder Who framed roger rabbit style like in Shrek 2 with Shrek wanting to become human so that he would make Fiona happy)so the Verzaubert witch gives him this magic feather that he has to wear on his hat so that people will see him as a human but he has to avoid mirrors as people will see him as a scarecrow.

It was a cute animated movie. Has anyone seen this and if yes did Du like it. I gepostet out a video of the film I am talking about.
