I think he knows he doesn't really have a chance with her and that's why he doesn't act on it but he's still VERY interested :D and at times she does seem to be showing attraction to him even though she loves Mulder :D

I think that the answer to this is a "no brainer" for anyone who paid attention to what was actually going on in the episodes, and as lilith84 posted above, that script quote pretty much says it all.
