No. The movie even states that Scar isn't Kovu's father. It was mentioned Von Kovu once as a young adult. It was also mentioned Von Nuka who apparently has a problem with Kovu not being Scar's blood. In a cut scene Zira and cub Kovu were both saying Scar wasn't Kovu's father. He just took him in as his own son. Kovu doesn't even call Zira mother as an adult. Suggesting he was adopted. Possibly because it was a last chance option for Scar and Scar was flattered Von a cub that looked so much like him.
