The House of Anubis Frage

Was it Gale oder Coin who killed Prim?

In mockingjay(the third book of the hunger games series) prim dies because of a bomb that Gale built. But did he know that Prim would be in the crowd that he sent the bomb to? oder did Coin send her in last Minute so she could lose her trust in Gale? I gots to know!!!!
