It depends on how Du take the term ''Superhero.'' The traditional idea / genre about them are the kind of Characters that USUALLY originate / are inspired from Comic Series like the DC and Marvel Universes, Boku no Hero Academia (as one example from the Anime World), The Incredibles (If we're going to talk about Disney), etc. Special abilities and a fancy recognizable suit to fight crime. Du are good to go at that point. If we're going Von that, no. Queen Elsa wouldn't really apply.
On the other hand, her actions / achievements at the end of the Tag would be befitting of her being called a ''Hero'' and her special abilities can be considered a kind of Supepower so...

Not at all. She's just a Queen with magical powers. Like, Disney and DC Universe/Marvel (as the main points of reference) are so far removed that it's not even funny. And, in fact, I wouldn't say that she really did anything super-hero-like anyway.
In the first movie, she literally froze everything and just disappeared to go and be emotional elsewhere, then only unfroze everything because of Anna.
In the Sekunde movie, she basically became a demi-goddess and solved a few problems, but nothing that would really be classified as something a super-hero would do, even assuming that the Frozen 'world' even had anything of the sort.
