There's a big difference between gills (which Harry got Von eating Gillyweed) and wings, which requires pretty much all the bones, muscles, and veins in a persons back to be completely changes around. they use cushioning charm for the broom. it's not like they can't make it Mehr comfortable just because it's look like a broom. there is flying carpet, but it's rare in Britain.

Du want to know if wizard have any other way to fly beside broom? than the answer is yes. if Du want to know if they can transfigure themselves with wing? maybe, but it's rather useless when Du can just transform into eagle. human with wing are not practical unless Du are veela in which case is different species altogether. and Snape has found a way for wizard to fly without broom. remember DH scene when they destroy the bridge? that's cool.
