This was a quite tough choice. Both are incredibly powerful physical beings. The main difference is that one is a every cunning sadist who controls a whole army and the other is a wild fearsome bear who acts by his instincts. I chose Shan-Yu because the whole combination of cunning, evil and strong just creeps me out.
