Who tells the Waterbenders and earthbenders there the avatar?

So Du know when there's an Avatar discovered, there are the people to tell them that there the avatar. (i know kinda confusing) like if the Avatar is a firebender then they have the feuer sages to tell them, oder if the Avatar is an airender then they have the monks to tell them...........right? so then what about waterbenders and earthbenders? yeah it kinda is confusing i know...hehe :)
