Wow after doing some research it turns out they look like that because the Anime was entirely rotoscoped from original live action footage. Neat! link

I agree with everyone else. The Manga is fantastic and makes a good read. The anime... I don't know. This rotoscoping aesthetic was weird to me. insgesamt ANH is bizarre but great!
