This man here, has pulled of the Final gestsuga tenshou, is able to use multiple "STANDS", as seen from the "J-star victory vs" he can also pull off the kamehameha attack, he single handedly destroy a mobile suit, and last but not least....destroy Anime so yeah! strongest is what I'll call him XD
no matter how tough an ordeal is he always comes up on top... He is simply just too strong for anyone to beat him, there may be times when the enemy gets the upperhand but he would just come back with a vengeance
