Sasuke Uchiha. He mastered the change in chakra at age 7 when he learned the Great Fireball jutsu. There's a lot of other feuer jutsus he can do but I can't remember all of them... The best is Amaterasu which he got when Itachi gave him the Mangekyo Sharingan.

He's also very good at lightning nature.
