I mean, in the synopsis for 1x21 it always sagte Isobel was coming back, but she actually returned in the remaining Sekunden of 1x20. I've noticed TVD tend to bring back characters in the last few moments to create a cliff hanger. I reckon that if Tyler doesn't come back at the end of 2x19, then he will come back in the last moments of 2x20.
