No, I actually think that when House didn't comfort her, he was being very respectful. Thirteen clearly wanted to cry in private and he respected that. I think it was sweet of him not to interrupt her and potentially be an arsch about it. Getting up and hugging her would be out of character for him, and I think it would have been out of Thirteen's character to accept a hug from him.
