The Wire Jimmy's screw-up with Judge Phelan

I'm not clear why Major Rawls is so angry at Jimmy. Judge Phelan called the deputy, and the deputy called Rawls to enquire about, to quote Rawls, "year old-murders nobody gives a shit about."

If that's the case, then Rawls can just tell the deputy, "Sorry, deputy, we haven't made progress on those murders" and then explain the lack of manpower, or lack of witnesses, or whatever it is that is holding up the investigation.

I guess the answer is that Baltimore at least is so interested in statitstics when it comes to murder that even legitimate excuses don't cut it and this somehow places Major Rawls's job in jeopardy. If this is the case, my question is, do most cities operate in this dysfunctional manner?
