They do bring her back, because in season 2 episode 22 " winner take all", terra shows up at the end with star, sterne feuer and raven. Even though, in episode 13, terra turns herself into stone.
Yes, in the last episode called "Things Change" Terra comes back. But, she can't remember anything. oder maybe as Slade said, "She doesn't want to remember."
The bring her back in the last episode, Things Change. Beast Boy sees a schoolgirl that looks and sounds like Terra, so he brings her back to the tower. She acts like she's just a regular girl and never met him before, and we never found out if it was actually her. But I assure you, it WAS her.
