I think the Jedi were more loyal as they wanted what was best for the people of the Republic. Alot of the senators were corrupt and a few were working with the Separtists like Rush Clovis for example.

@padani53: I agree. I absolutely hated Clovis. It's a shame that many of the senators weren't like Bail Organa or Padmé.
