shadow is not a robot, he is a mobian mostly created Von chaos energy and the blood sample from Black Doom. and he can take his shoes off.
Shadow needs his jet shoes because when he was training back on the ARK, he couldn't run properly so Prof. Gerald made him the rocket shoes so he could "glide" across the ground. he is, after all, Black Doom's "artificial son".
