Is TV Tropes a fan-guided site?

I found it strange, that they described in a Tv Zeigen a newly added character, which didn't Zeigen much about her character to have too much info, which isn't fully correct, it sounded like a hater the way it was written

Yeah I have seen a lot of bullshit that was written about certain characters on there.
