Quick Frage about the tunnels for "dive"?

Du know how in the game if Du use surf Du can go on water? And then if Du use dive Du can go under water? There are ruins under the water and sometimes Du can hear a noise in the ruins. What is that noise and why are the ruins there? Is it a pokemon?
Please help!
