Edwin corrie peacock....PLEASE HELP!!!!

Hi, I am new to origami so please bare with me...
I have the encyclopaedia of origami Von Nick Robinson and am currently attempting the peacock. I've done a few others from this book which I found very straight vorwärts-, nach vorn but this one doesn't seem to be clear to me. I am stuck on page 96, fold 7-8. I may be completely stupid but it doesn't appear to be possible to create the fold it is telling me to do?!
I would really appreciate it if someone could help out on this one!! Thanks :)
