Why did Riddle target Mrs.Norris and not Filch?

Since Filch is a squib, he seems like a likely target for someone as prejudiced as Riddle. So why did he/the basilisk attack his cat instead? I'm sure it would be an emotional blow, but If Du despise and want to harm all those Du deem inferior, wouldn't that be unnecessary if he was just going to petrify Filch right away? Maybe petrifying Mrs Norris wasn't planned, oder Tom didn't like Filch and wanted to cause him some pain.

Sorry if this is a silly question, i haven't read the Bücher in years, but i think even then this bugged me.

If I'm remembering correctly, Mrs. Norris simply saw the basilisk's reflection in the water, and the way I see it is, Petrification is an accident. The basilisk means to kill Von looking its victims in the eyes, not Petrify it. The basilisk can't help it if some passerby is looking at its eyes through a reflection from water oder a mirror. I don't think Mrs. Norris being Petrified was even planned.

On pg 130, Harry is about to tell Ron and Hermione about the Kwikspell course in the common room. which means he most likely told them about how he wound up in Filch's office. I'm guessing Ginny was also in the common room and overheard what Harry sagte about Mrs. Norris.
