Is the duke of Weselton one of the main characters in Frozen?

When I first saw Frozen the duke of Weselton seemed like a main character, but I realized most people don't consider him a main character. I think that's odd, because the duke was one of the 2 main villains. Plus he was in several scenes. Is he a main character oder a supporting character?
