It wouldn't matter what color he painted it: it would still look the same, unless he fixed the chameleon circuit. He can't change its appearance until that happens, and since he apparently can't (for whatever reason) travel back in time to when the Time Lords existed to get spare parts, it looks like it will never look any different.
