Sorry guys for getting this up kind of late, but some people pointed out that there were more comments for Mulan then there were for Rapunzel. So I set this up as a retry round to see if it was rigged. Please comment and could some one delete the other poll so we don't have people voting on that one? Thank you.

We know that Rapunzel was a good ruler...never mind that she has a penchant for ruling. She manages that more or less everyone does what she wants (with the exception of the villains, naturally...and even Gothel she manipulates when she sets her mind on it) and inspires practically everyone in the movie.
I stand by my opinion that Mulan would be a great advisor, but she isn't really inclined to rule She does it when the situation demands it, but otherwise, she isn't the type who would like to bother with the kind work a ruler has to do. She would hate to be in the public eye, having to act all proper, and at the same time, she wouldn't be bold enough to ignore this kind of expectations.

If she HAD to, though, Mulan would be a fair ruler and try to do the right thing. She might appear to do something reckless to the public but her intuition is always right (like aiming the cannon at the mountain).

We only know Rapunzel is a good ruler became Flynn (who lies in the same narration) said so. Of course he'll think his girlfriend is good. And Punz is so charming and cute and sweet it would be hard not to think of her as a nice queen. But that's the thing, nice isn't good. (There's a TV Trope about this, "Good Is Not Nice".) She plays favorites entirely, and as Swanpride pointed out is capable of manipulation too. She's fairly cautious about some things but trusting the thugs and a stranger wasn't. She may get in over her head as ruler and be more concerned with playing with her subjects than leading them. She has a lot to learn after 18 years' worth of brainwashing and no royal education. Mulan does some foolish things (running off to war) but she has good judgment.

Being capable of manipulation when necessary is a good thing for a ruler, though. You have to deal with all kinds of people after all, you can't just trust that they'll do the right thing just because it is the right thing. And Mulan's judgement is not all there...she is inventive, but most of the movie she follow's Mushu's advice (who isn't who he pretends to be). Being capable in emergency situations doesn't make her a good diplomat - or strategist.

Rapunzel is immature and bipolar. These are not qualities, which will ensure that she's a good ruler. True, she managed to connect pretty fast to the people and have fun with them, but I don't believe she'd be able to adapt this quickly to difficult situations, like war or starvation. She bonds quite easily, and is very emotional, which will obscure her objective decisions. I don't think Mulan would be such a great ruler either, but at least she's calm and collected in difficult situations, therefore I believe she'd be a better ruler than Rapunzel.

Like Swanpride said, there is no proof that she would be a good leader. Sure, she was a good soldier, but she needs social skills too (which is shown that she lacks this skill). She also needs to be refined, calm, and classy, which she is not. She would need to learn a lot, and I think it would b too much for her. I see Shanf being th one actually being the ruler, and she being the behind-the-scenes person. There is a lot more to bein a ruler than strategies. And it is confirmed at the end of Tangled that "she ruled with class and dignity", something like that.

I'm going to put my 2 cents in about why I picked Mulan over Rapunzel. Sure Rapunzel is immature but she is also very, very smart. I mean she taught herself or sorts of things and a good Ruler has to be smart, the smartest things (IMO) that Mulan did was shoot the firework at the mountain. Plus I don't see Mulan staying as a queen for long she would want to go off and fight something. While Rapunzel would too, she would keep coming back to her kingdom and take the time to ruler it. Plus this whole playing favorites things with Flynn? Come on guys I'm pretty sure he did something to pay off everything he did and also think about it, he had to wait for a while until he could marry Rapunzel so meaning he most have had to work to get so that he wasn't a robber anymore.

I actually think that Mulan is smarter than Rapunzel...but in a different way. Mulan has an inventive mind, Rapunzel is the type who collects knowledge, a little bit of a scientist, which is another good quality for a ruler.

Mulan is unmotivated, undisciplined, and, when you get down to it, not very strategic. She comes up with good plans for the in-the-moment situations. She is perfect for an advisory role. A leader needs to be able to plan five steps ahead, and Mulan doesn't do that. Without Shang, I think Mulan would just sort of let things fall to pieces (Shang is Mulan's motivation to be disciplined, motivated, and consistent.) Mulan does not have the right attitude or personality to be a decisive, effective ruler, and one who would be able to provide a stron, consistent foundation for the country in years to come after she is no longer ruling.

As I said before I think she would be a great advisor and good at changing some things. Besides I think she would prefer not having to deal with war decisions all the time. Also Mulan said that she plans what she will do as the situation requires it. So she would need a messenger going back and fort so she could plan. Not the best idea as it could take days. But going back to my thought of prefering not to deal with war decisions maybe she would like to start a family in the village near her parents.
