For someone who's the mistress of all evil she seems to have focused all her evil energy on one person and then not done anything for 16 years when she could be causing mayhem elsewhere in the meantime

Jafar or usrula are evil but seems to have better reasons power/revenge maleficent already have power and wanted revenge about an invitation Ursula wanted power and also revenge because triton banished her i Can understand a bit more Ursula action which make her a little less evil than maleficent but Ursula is still evil for What she did to the people who Come to her
