Based on the looks on their faces while they were dancing and on the sequel where we really see how much they love each other, I'd say both. I don't think I'll pick something else about the other heroines, well, besides Anna and Kristoff, I think that all the other couples loved each other equally.

She loved him, but she was willing to go back to her old life once the magical night was over. He adored her so much he immediately set out to find her and vowed he would not rest until he found and married her. He didn't even care if she what her station was, he would marry her anyway.

(For those that want to point out "he based shoe size on finding his true love" or "he didn't even go with the Duke to find her," remember that was his dad's idea, not his. When the Duke told the King that the prince vowed he would not rest until he found the girl who fit the slipper, it's clear that what he MEANT was the girl who owned the slipper. However, his dad was so eager to get him married ASAP that he deliberately misconstrued his words to mean "however fits into this slipper." When the Duke pointed out the slipper could fit any number of girls, he said, "That's his problem! He's given his word, and we'll hold him to it."

The King then sent the Duke out first thing, and it's clear that by the following morning the Duke had been out trying the slipper out on dozens of girls all night, without rest, before he even got to Cinderella's house. It's possible the King sent the Duke out with the slipper without the Prince's knowledge or consent, so as to find a match before the prince could protest or find the actual girl.

So, yeah. I think the Prince's vow still holds meaning.)
