She's very evil, but this doesn't mean that Jafar is the nicest person... Also, I think you mean who's the "evilest" villain not who's the "most evilest". Sorry, I just noticed it.

Maleficent. We don't really know why she hates Aurora ( until 2014), and in the 1959 version, she just is very, very abrasive towards a child for almost no reason. Even in the original fairy tale, if this fairy felt slighted in any way, she cursed people.

Ursula was greedy and wanted power ( which she apparently used to have, before Triton and his wife arrived and ousted her). Ursula was trying to regain her position.

She abuses SnowWhite then she hunts her down and takes extreme actions to kill her, either her or Scar, I think. Also you could've composed this question like "Which villain is most evil?" Or "Who is more evil?" Or "Who is the evilest villain?" Because "most evilest" isn't proper English.
