Shiki- At the beginning of the movie when Rapunzel is a baby, Mother Gothel tries to steal Rapunzel's hair by cutting it, but once it's cut it never grows back and looses it's power. That's why it's there.

I don't care about either. And it's just me that finds it strange that if you cute some of a strand the rest also loses it power?
