Digimon vs Pokemon Frage

Are Mega Digimon always stronger then Ultimate Digimon?

I mean, 'ultimate' sort of means 'greatest', oder 'best'. I'm sort of confused with the Digivolutions, if Du know what I mean.

Originally there wasn't the mega level. Plus in the japanese version Ultimate is called Perfect and our Mega is called Ultimate there and they have a step above in the mange called Super Ultimate, only 3 in the mange one in the game series.
