Who has Löschen the Chii's memory?

Chitose Hibiya, the lanlady. Ms. Hibiya didn't know that Elda had downloaded Freya's herz into her. After the incident with Freya occured people thought the same would happen with Elda and plotted to get rid of her themselves. Knowing this, Chitose Hibiya deleted Elda's memories and put her in the trashcan. But Freya still was inside Chi becuase she had downloaded Freya's herz into hers and even though Hibiya deleted her memories,She couldn't Löschen her heart. P.S it actually was her herz that Elda downloaded and if Du listened while Hibiya explained all of it to Hideki,while freya was laying there Elda sagte ''I will download your herz into mine that way Du will still be alive.''
