Computer question! Help me! :P

Okay, so recently I've decided I want a program oder app that let's me create one big pictures of out several and then be able to make it pretty(something like the Dramione Foto below).
Problem is though, I'm not quite sure what program to get and which is better...
Help please? *pouts*
P.S. I'd prefer a program I could get over the internet
