Who's the older lady with gray hair in the episode of "Brotherhood"?

After Oliver and Mehr greet Diggle at the party (or the place where he about says a speech), an older lady with gray hair glances at him after Felicity says, "well, there has to be a better way than how Du usually spend your evenings [...] dressing in leather and tying people up." Weird. Why? Is there something more.
