Akihisa from Baka and Test has to be one of the stupidest Anime characters I have ever seen .He never learns from his mistakes and continues to do some very stupid things . EX : He keeps telling a very violent girl that likes him called Minami that her chest is flat and no matter how many of his Bones she breaks he still continues to do the same thing -_- .
Undoubtedly Misa Amane from Death Note. There is no embellishment nor to her stupidity. She's very annoying on the show, but this key trait makes her super easy to characterize in fanfictions.

^ Misa isn't exactly what I'd call stupid... She's just incredibly annoying and naive. But, stupid? Nah, not really... I haven't really come across any ridiculously stupid Anime characters myself.
Even though I haven't come across any really stupid Anime characters, I will point out that Luffy isn't exactly the smartest, therefore I will go with him.
This is why I choose him, because of Zitate like this: 'I refuse your refusal... Du are a Straw Hat now!' or
'I'll save that meat for later, then... It might come in handy...' *stuffs meat in pocket*
(Bear in mind, the Zitate don't go exactly like that, but I'm too lazy to look them up and I summed up the general idea, anyway...)
Oh, did I mention that he also happens to be goofy as heck... He's so lovable, though!!!

Oh yeah. I can now definitely see that Luffy isn't the brightest bulb in the whole crew as well as being really silly. Not to mention the fact that he is also pretty rambunctious and I believe giddy/hyperactive. Luffy even gets beat up Von Nami on numerous occasions
^ Yeah, exactly. It's part of what makes him an extremely lovable main character for a mainstream Anime series. It beats the stereotypical boring, heroic and serious archetype for them, anyway... Pretty much, i'm glad he's not like Ichigo from Bleach.
I think Juvia. I hate her. But, the answer from me is Frau from 07 Ghost, Kon from Bleach, Happy from Fairy Tail, Oga Tatsumi from Beelzebub, and Naruto, i dont know who is the dumbest, stupidest, and most idiotic. But, i think there are dumb, stupid, and idiot
